The municipal council is the highest decision-making authority on all matters about the rights and duties of a municipality. The municipal council has 17 members.

Responsibilities of the municipal council

The municipal council adopts the municipal statute, the rules of the municipal council, ordinances and other regulations of the municipality and adopts opinions on the content of laws and other regulations concerning the benefits of the municipality.
Within its competences, the municipal council in particular:

  • adopts spatial plans and other plans for the development of a municipality,
  • at the proposal of the mayor, adopts a decree on the internal organization and work area of the municipal administration,
  • in cooperation with municipal councils of other municipalities, establishes joint authorities of municipal administration and joint authorities for the enforcement of constitutional rights in public institutions and public enterprises,
  • confirms temporary emergency measures,
  • accepts the municipality's budget and the final budget,
  • appoints a municipal electoral commission,
  • appoints and dismisses members of the supervisory board and members of commissions and committees of the municipal council,
  • determines which of the members of the municipal council shall temporarily perform the function of the mayor, if the mandate expires prematurely and the mayor does not determine the deputy who shall temporarily perform his function, or if he is dismissed,
  • supervises the work of the mayor, the deputy mayor and the municipal administration regarding the implementation of decisions of the municipal council,
  • confirms mandates of the members of the municipal council and determines the early termination of the mandate of a municipal official,
  • adopts the plan of management of the real estate of a municipality on the proposal of the authority responsible for the implementation of the budget
  • it may determine that the plan for managing the real estate of a municipality under a certain value can be accepted by the mayor,
  • adopts a plan for handling the movable property of a municipality on the proposal of the mayor,
  • it may determine that the plan for the management of movable property of the municipality shall be adopted by the mayor,
  • appoints and dismisses the members of the municipal council for the protection of users of public goods,
  • decides about hiring a loan and giving a guarantee,
  • announces a referendum,
  • gives an initiative for convening a meeting of citizens,
  • by its act, in accordance with the law, determines the amount of attendance fees of members of the municipal council and payments for the performance of the duties of members of other municipal authorities and working authorities appointed by the municipality, the criteria for determining salaries of directors of public companies and representatives of the founder in their authorities,
  • defines the types of local public services and the way local public services are implemented,
  • establishes public institutions and public companies and other legal entities governed by public law in accordance with the law,
  • appoints and dismisses members of the council for prevention and education in road traffic and members of other bodies of the municipality, established on the basis of the law,
  • determines the organization and method of implementing protection against natural and other disasters,
  • adopts the program and annual plan for protection against natural and other disasters,
  • determines the organization of the municipal council and the way it operates in a war,
  • appoints members of the board for the disposition of the allocated funds of the fire fund,
  • adopts a decree on protection against natural and other disasters and determines fire protection carried out as a public service,
  • decides on matters transferred from the state to the municipality, if according to the law on these matters the decision is not decided by another municipal authority,
  • it may adopt an act in which, in accordance with the needs of guests, the characteristics and the needs of the place, it determines more detailed criteria for determining the operating time,
  • decides on other matters determined by law and this statute.
